HASI and CLS Service Model Review and Open Grant Opportunity - June 2025 Communique

In preparation for the 2025-26 open grant opportunity for the Housing and Accommodation Support Initiative (HASI) and Community Living Supports (CLS) program, the Mental Health Branch (the Branch) partnered with the Agency for Clinical Innovation (ACI) and H4 Consulting to engage key stakeholders to review and refresh the landmark HASI/CLS service model. This was to ensure a contemporary model is in place to inform the upcoming open grant opportunity and future operations of the programs. ​​Community Living Supports Service Model

The review of the HASI/CLS service model and pricing model is now complete and has been approved by the Minister for Mental Health, the Hon. Rose Jackson, MLC. The refreshed service and pricing model will take effect from 1 July 2026.

Key outcomes of the review are that:

  • the HASI and CLS programs will be merged into a single program known as ‘Community Living Supports’ from 1 July 2026
  • the service model has been refreshed and tailored to target consumers with severe and complex mental health needs
  • the consumer journey remains evidence based and reflects a contemporary service that will build on the strengths and aspirations of eligible individuals
  • the updated pricing model is based on population and demand-based evidence to match current population data with unmet need for psychosocial supports.

Open Grant Opportunity 2025-26

The Branch has engaged Procure Group as the Procurement Advisor, and O’Connor Marsden & Associates (OCM), as the Probity Advisor, to ensure the integrity and accountability of the grant program, including to ensure the process is undertaking in accordance with the ºÚÁϳԹÏÍø Government Grants Administration Guide (March 2024).

Key activities underway include:

  • establishing a CLS Procurement Advisory Group to ensure the provision of specialist support and advice to the open grant opportunity.
  • the development of grant opportunity documentation in preparation to go to market in August 2025.
  • transition planning to ensure a safe and timely transition of consumers (where required) from 1 July 2026.

In addition, the Branch has met with Aboriginal organisations to understand their interest in providing CLS or partnering with a community management organisation (CMO) to provide the CLS program and to explore how a partnership model with CMOs could benefit Aboriginal consumers of CLS. An opportunity to submit written feedback out of session was also provided.
