In preparation for the 2025-26 open grant opportunity for the Housing and Accommodation Support Initiative (HASI) and Community Living Supports (CLS) program, the Mental Health Branch (the Branch) partnered with the Agency for Clinical Innovation (ACI) and H4 Consulting to engage key stakeholders to review and refresh the landmark HASI/CLS service model. This was to ensure a contemporary model is in place to inform the upcoming open grant opportunity and future operations of the programs. An overview and update on the service model and open grant oppor​tunity is provided below for the sector.
The review of the HASI/CLS service model and pricing model is now complete and has been approved by the Minister for Mental Health, the Hon. Rose Jackson, MLC. The refreshed service and pricing model will take effect from 1 July 2026.

The Branch has engaged Procure Group as the Procurement Advisor, and O’Connor Marsden & Associates (OCM), as the Probity Advisor, to ensure the integrity and accountability of the grant program, including to ensure the process is undertaking in accordance with the ºÚÁϳԹÏÍø Government Grants Administration Guide (March 2024).

In addition, the Branch has met with Aboriginal organisations to understand their interest in providing CLS or partnering with a community management organisation (CMO) to provide the CLS program and to explore how a partnership model with CMOs could benefit Aboriginal consumers of CLS. An opportunity to submit written feedback out of session was also provided.
